Bihar Vidhan Sabha got a Central Hall. Becomes the first state Legislative Assembly to have one

Recent development in Bihar has been focused on the state’s infrastructure. Many government buildings and monuments have been constructed in last few years. The latest addition in this list is Central Hall which has been constructed in the annexe building of Bihar Vidhan Sabha. Chief Minister of Bihar, Nitish Kumar has inaugurated the Central Hall on Wednesday located on the second floor of the Bihar Legislative Council building. Bihar Vidhan Sabha’s annexe building was inaugurated in 2016 and it is located right behind the main building.

On Tuesday Night, Bihar Legislative Council building was gleaming with bright lights. It was all set for today’s inaugural event. The inaugural event was headed by Chief minister Nitish Kumar sharing the dais with the other dignitaries like Deputy CM Sushil Kumar Modi, Assembly Speaker Vijay Kumar Chowdhary, Legislative Council Chairperson Haroom Rashid, Parliamentary Working Minister Shravan Kumar and other  members of the state assembly and council. Later, the event was followed by a cultural programme in the lawn of the assembly building to commemorate the eve of the 98th year anniversary of the first meeting of the Bihar and Orissa Provincial Legislative Council which was held in the present building of Bihar Vidhan Sabha on 7th February 1921.

On February 11, Governor of Bihar Lalji Tandon will address the joint session of the state legislature in the Central Hall on the first day of budget session with the opening speech.

“It is a historic moment for Bihar legislature as other than the Parliament of India, no other State Legislature has a central hall”, Bihar legislative assembly speaker Vijay Kumar Chowdhary said while addressing media on Tuesday. Central Hall can be used for the other purposes like holding seminars and addressing social issues, Chowdhary added.

As per the sources, the diameter of the state legislative annexe building is 48 feet and is influenced by the Parliament dome diameter which is 98 feet. Neglecting the space gaunt, the central hall has a sitting capacity of 362. Due to the lack of sufficient arena in the former council, chief minister had already instructed its officials to develop a structure similar to the central hall of the parliament.

Beside the convention hall and conference rooms, the annexe building has 250 rooms which can be used as chambers and sitting spaces for meetings.

The present main building of the Bihar Vidhan Sabha was inaugurated by Lord S.P Sinha, the then Governor of Bihar and Orissa province. The first meeting of Bihar and Orissa provincial legislative council was held under the presidency of Sir Walter Maude on February 07, 1921 and it was addressed by Governor Lord S.P. Sinha.
